The City of Oceanside
The Department of Public Works operates numerous facilities with processes and equipment that require environmental permitting. The current municipal organizational structure delegates responsibility of permit compliance to the person responsible for the facility. This led to a poorly organized approach to environmental management.

Local Shell Oil corporate retail establishments developed a long-term pattern of non-compliance with state air regulations that resulted in a Violation Settlement Agreement with the local air pollution control district. This settlement had numerous punitive clauses that were enforced vigorously, leading to typical annual fines in excess of $250,000/year.

New West Petroleum
New West Petroleum, a small chain of Exxon branded retail gasoline dispensing facilities in San Diego County, entered into a Violation Settlement Agreement with the local air pollution control district.
