In operation since 2002, AQCS Environmental is owned and operated by Scott Storms, a former regulatory inspector and scientific research technician. Employing a highly structured approach to environmental management, AQCS works efficiently with companies of all sizes to successfully reduce their violations and fines from local agencies.

The City of Oceanside
The Department of Public Works operates numerous facilities with processes and equipment that require environmental permitting. The current municipal organizational structure delegates responsibility of permit compliance to the person responsible for the facility. This led to a poorly organized approach to environmental management.
AQCS Environmental currently oversees all of these permitted items to ensure compliance. This project’s scope of work is subject to change, but currently includes:
- Five UST facilities
- Four Vapor Recovery Systems
- Five emergency generators
- Two solvent cleaning operations
- One painting operation
- Equipment registered under the State Portable Equipment Registration Program (PERP)
- Management of Heavy-Duty Diesel Fleet emissions upgrade project and grant
The San Diego VA Hospital
The San Diego VA Hospital operates four large emergency generators and has 40,000 gallons of underground diesel storage.
AQCS Environmental provides compliance management for:

- Spill Prevention, Control and Countermeasure Plans
Shell Oil
Local Shell Oil corporate retail establishments developed a long-term pattern of non-compliance with state air regulations that resulted in a Violation Settlement Agreement with the local air pollution control district. This settlement had numerous punitive clauses that were enforced vigorously, leading to typical annual fines in excess of $250,000/year.
AQCS Environmental was retained to:
- Audit facilities
- Train facility staff
- Provide oversight for other contractors (environmental testing and construction)
- Rationalize the environmental compliance process
- Develop and deploy compliance handbooks and document organization binders for all client-owned retail facilities in California.
In the first year of this project, the client was released from the Violation Settlement Agreement and compliance improved by 75% saving Shell $186,000.
New West Petroleum
New West Petroleum, a small chain of Exxon branded retail gasoline dispensing facilities in San Diego County, entered into a Violation Settlement Agreement with the local air pollution control district.
AQCS Environmental was hired to:
- Provide training
- Auditing services
- Performance analysis
Our services led to the eventual release of the client from the Violation Settlement Agreement.
