The California Air Resource Board (CARB) identified particulate diesel emissions as a toxic air contaminant in 1998 and was required by law to develop a program to control these emissions and protect the public health.
As a result, a host of regulations have been developed that effect virtually every kind of diesel engine used in California. All of these regulations seek to reduce diesel emissions, but all of them are different. Understanding which regulation applies to what piece of equipment can be a challenge, much less understanding how to comply with each program.
